Poltava - a fairytale city, full of legends. One of them - about luck, that anyone who finds a horseshoe on its path will receive. In the beginning of ХІХ century in the place of today’s General Post Office of administrative center there was one-and-half-floor house of province public offices. In 1912 upon the project of the architect S.Tymoshenko in the place of this building and adjacent territory there was constructed a School of Arts and Handicraft of S.Khruliov (a famous patron of arts in Poltava) in modern style. This educational institution existed up to 1928 changing its profile and functioning either as an artistic-textile school with textile department, outdoor clothes and underwear sewing departments or as an industrial-technical professional school where the students were taught carpetmaking, artistic weaving and embroidery. Besides, the building itself with its sizes and architectural style caused a significant disorder in mostly classic appearance of Poltava Round Square ensemble.
During the Second World War the former House of province public offices suffered the most among the other buildings of architectural ensemble. In 1958 in the place of semi-destroyed building there was erected a new building of Poltava communication house upon the project of such architects as D.Verotskyi, D.Boichenko and Z.Marchenko. The design of new building with its decoration and principle front successfully played into the style of district classicism of ХІХ century. Since then the building became all-brick and symmetric; its grand entrance is emphasized by six-column portico of Ionic order which is topped with triangular frontispiece.
